I keep hearing this everywhere: R.C. Palmer is playing AA?

What is going on?

Did Palmer declare AA in time? The deadline for declaration isn't in January is it? It seems a little late for a team to be able to drop out of a tier. Most schools already know their enrollment in September. Why wasn't the decision to drop to AA made then?

This is from BC School Sports competative Rules and Regulations. The Winter sport deadline appears to be Dec 7th. I'm guessing Palmer will show up on the next AA Provincial rankings

Section C2: REGISTRATION REQUIREMENTS
*Please note that all registration deadlines are in addition to all eligibility rules which state
that all student-athletes MUST BE DULY registered prior to competing in any ‘restricted
competition.’
C2.1 A school must submit the required Sport Declaration Form, Student-Athlete
Registration Forms and pay all required membership and/or entry fees by the
published deadlines in order to remain eligible for interschool competition, or pay
such fines as approved by the BCSS membership.
(i) Sport Declaration: In September each year, schools are required to declare all
teams and levels of competition in which they hope to be involved for the entire
year. This form must be submitted online by October 7 (submission of this form
does not replace the team Student-Athlete Registration Form).
• Final fall Sport Declaration deadline – October 7
• Final winter Sport Declaration deadline – December 7
• Final spring Sport Declaration deadline – March 1

Well if the deadline was Dec. 7th. When did they declare? I didn't hear of them dropping a tier till Jan. 2010. I'm sure I'm not the only one that was a little shocked when they changed in the new year. I sure would like to know the exact date?
